What should be settled before a public bid or site visit?
Confirm the agency representative who can authorize access, answer technical questions, approve scope changes, and accept completed work. Review the solicitation for work hours, submittals, insurance, site walk requirements, waste handling, and change procedures. If the agency requires questions in writing, use the stated process. Do not rely on informal site comments to expand the authorized work.
Before the site walk, decide how the agency will compare bids. List the roof areas, assumed quantities, access conditions, and any temporary work included in the base price. Put optional test cuts or additional buildings in a separate alternate. If the agency has specific product submittal or closeout forms, include them in the bid documents so each contractor prices the same record requirements.
Request drawings, leak logs, repair history, access rules, and known equipment limits from the designated contact. A roof inspection should define visible conditions, date, area reached, and limitations. If an opening or test is needed, obtain permission for the location, interior protection, and closure before the crew proceeds.
